Vero Beach Police Officer Placed on Paid Leave During Flock-Use Investigation

VERO BEACH, Fla. — A Vero Beach police officer has been placed on paid administrative leave while the department investigates alleged misuse of its Flock Safety license-plate reader system.

The department announced the investigation after questions were raised about searches conducted by one of its members. Officials have not publicly identified the officer or described the searches at issue.

Paid administrative leave is not a finding of wrongdoing. It temporarily removes an employee from regular duties while investigators gather records, interview witnesses and determine whether laws or department policies were violated.

Scrutiny of license-plate searches

Flock systems capture license plates and vehicle characteristics and make the records searchable by authorized users. Police departments use the technology to locate stolen vehicles, identify cars connected to investigations and search for missing or endangered people.

The same access can reveal a vehicle’s movements, which has led agencies across Florida to review who can conduct searches, what justification must be recorded and how supervisors audit activity.

Vero Beach police said the inquiry remains active and that the department is committed to accountability and to limiting law-enforcement technology to legitimate, authorized purposes. No criminal charge or disciplinary finding had been announced as of publication.
